I have a similar story with my IBM A21M, but I don't believe I ever got it working. But I was able to find something of a "hint".

Change lilo.conf to include a line

append="noprobe /dev/hdc cdrom=/dev/hdc"

And see if that helps...

could we take a look at:
/etc/fstab
and
possibly relevant output from dmesg?
that might help debug the issue.
