 I will try to add the share of the gnome-de list upstream. Sorry that I
haven't done yet.

 I was told that they/we have chosen »« as quote characters and that
they only like to use those. Because »« are already included in
iso-8859-1{,5} that was never a problem. Yes, the option of the utf8
quotes was there when that decision was taken.

 Keys are easy to remap so raising that might be a reason that would be
turned against you easily (»If that is your only problem....«).
