This looks like one of these happens:

 - Your deb and deb-src lines in /etc/apt/sources.list point to
   different suites (e.g. one at testing and one at unstable).

 - You were into the time window where a new source has been uploaded
   to unstable, but binaries for your architecture haven't been
   uploaded to unstable yet.

I don't understand why you say that, or your example is badly chosen
(doesn't make your point). The source package is called e2fsprogs, and
it is version 1.38+1.39-WIP-2005.12.31-1 of it you want. The files are
named:

 e2fsprogs_1.38+1.39-WIP-2005.12.31-1.dsc
 e2fsprogs_1.38+1.39-WIP-2005.12.31.orig.tar.gz
 e2fsprogs_1.38+1.39-WIP-2005.12.31-1.diff.gz


Please state your problem more clearly and with more details.
