We could go for a different solution purely in d-i: create a debconf template debian-installer/blacklist (or maybe modprobe/blacklist) that accepts a list of modules and creates an /etc/modprobe.d/blacklist.local file. This file could also be copied to the installed system without too much trouble. This would probably give a more generic solution to similar problems, as for example #405196. Processing this could probably be implemented in the rootskel and finish-install udebs.
