Not necessarily. The jnlp file could be used to generate a .sh script
that invokes the JVM with the right classpath and VM arguments. This
would be done at build time. No need to keep the jnlp file in the
package then.

Alternatively, the jnlp file could be kept in the package and used by a
wrapper script to invoke the JVM.
