This follow debian web package policy actually:

http://webapps-common.alioth.debian.org/draft/html/ch-issues.html#s-issues-fhs

When you install the -www package you should get something like:

...
To activate the new configuration, you need to run:
  service apache2 reload
...

Then simply points your web browser to
http://localhost/pixelmed/DicomCleaner.html (for example).
