Actually we do have this. You want either Techincal Committee
(Constitution 6.1.4 and other parts of 6.1) or the MIA procedure
(Developer's Reference 7.4). Or you could try to discuss it privately
with both parties announcing the result on some relevant mailing list,
which is probably the fastests, easiest and most productive way.
