Milano - ISP?

Can anybody comment on how to choose a good ISP for DSL or fibre in Milan?
My uncle is in Milan, having many problems trying to get an ISP connection.
- Fastweb came to his building and said it is impossible to install fibre.
- Infostrada offered him ADSL connection, he has been waiting 6 weeks
and has not received any router or password or anything
Are there any ISPs who offer a better service? An ISP that employs DDs
and provides IPv6 service would be preferred.
