I don't know how others do it but for upstream LXDE we/I update the PO
files per component at string freeze.
This gives a clear indication in the git log that the string freeze is
in effect and we have a clear base line.
When the freeze is over we do a release and add a tag, that part might
not work very well for your use case but you can probably dream about
something similar =)
(We use Pootle to control the most of the translations.)
