Step 2/4 l10n framework: Translation

This point has already got some attention.  I do not have much
to say, except that translation teams should be able to work
as they want.  Some will prefer an online tool like Pootle,
others want to coordinate through a mailing list (like Dutch
and French teams).
Governments also sometimes hire professionnal translators, it
is then likely that PO files will be converted into another
format, translators will work offline and all translations
will be submitted back.
