AFAICT you are talking about the "Context, disambiguation, translator info"
thread in

which is a different issue.  Here it looks like comments can be added
to the PO file.

As Bjorn said, the debian-installer files, especially Level 1, already provide some explanatory comments. In fact, they are shining examples of supplied context, especially compared with most other files I have to translate (GIMP is probably the worst example in the other direction: not a scrap of context, and some incredibly terse strings).

So all that's needed is a bit more of the excellent work already being done. :)
