It is a framework which is a collection of several software solutions
assembled together.
Most parts of it are free software but, according to Mark Shuttleworth,
a few parts are "not released yet".
I haven't been able to figure out which ones...and I didn't manage to
get enough time to discuss this with the Ubuntu people at Debconf. So,
I even don't know if these "non free" parts are key parts or not.
So, while I think this *currently* prevents us to adopt Rosetta as is,
as a basis of a possible Debian i18n framework, I think that this may
change in the future and this is why people thinking about the best
appropriate framework solution must keep an eye on Rosetta.
