Sorry, but that is as silly as saying everyone sending snail mail has to know french as french is the international post language.

There is no need that a computer needs english speaking users. The computer itself is a machine like a telephone. Everything related to the user can be internationalized and it really should. That is the concern of this mailing list.

Would be better, to think about how to solve that problem:

- - translation of www.debian.org to more languages (including the pages about bug reporting)
- - translate everything related to bug reports
- - help the users to find mailing lists in there language
- - having a translation service for developers who want to send questions to the bug reporter - - having a translation service for people, who want to report a bug and are not able to write it in english or discover, if the bug is already submitted.

BTW: I have often seen mails in French or Spanish language in English language mailing lists. And normally there is someone translating question and answer to the audience.
