But what's the problem with instructing cross-install to fetch apt
from alpha.gnu.org? Or including apt in the gnu-YYYYMMDD tarball? In
both cases, there would be no trace of apt in the Debian archives.

I know that the problem will hopefully go away with the next apt
version...
