I think this is a porting issue.  It's needed by dh_installdebconf to
find debconf-mergetemplate (at least).  /me does some checking.  Ack.
My mistake I think.  I see debconf-mergetemplate is in debconf-utils and
last I checked, this was built from debconf source and not available -
I thought I had a self-dependency to work around.  Now I see debconf-utils
is available and not installed.  I think I missed a build dependency.

Interestingly, debconf-utils didn't get built.  Probably, it's
binary-indep and -B suppressed it (I'm guessing).

Probably.  dpkg-architecture is what the scripts should be calling, right?
