It comes from strerror(EGRATUITOUS), so the string is in glibc.
EGRATUITOUS can be returned by several Hurd servers, apparently
when they hit internal limitations or bugs.

Do: dpkg --search /bin/rm
or: rm --version
and then find the fileutils package from
ftp://ftp.debian.org/debian/dists/potato/main/source/ or
ftp://ftp.gnu.org/gnu/fileutils/ (since it's a GNU package).
