I'm looking at that right now.

The haskell curl bindings are BSD3 so thats fine to link against
openssl. That means the haskell bindings could link against either
openssl or gnutls.

So  which build depend should I choose, libcurl4-openssl-dev of
libcurl4-gnutls-dev?
