You'd have to talk to the debian-live team who produce the debian-live images,
for advice, I think. I'm part of the main Debian images team and we normally 
only deal with the standard CD images.

The Debian installer team are found on debian-boot. There has been discussion
about how to integrate Debian pure blends in the standard installer but it 
hasn't got very far

I think there used to be a Gnuradio live DVD as well but they've stopped doing
it - you might want to see if you can find the maintainers and find out why.
To be honest, you're probably better just to suggest manual installation
of packages onto a Debian system via metapackage or whatever as a short term
measure.
