Install gnome-themes then upgrade your gnome-control-center using the
following packages 
http://perso.wanadoo.fr/debian/dists/unstable/main/source/gnome-themes_1.0-1_all.deb
http://perso.wanadoo.fr/debian/dists/unstable/main/source/gnome-control-center_2.2.0-1_i386.deb
The new proxy settings in gnome-control-center should fix the problems

Alternatively, open gconf and toggle the value of
/apps/galeon-snapshot/Advanced/Network/proxy_prefs_converted
