As said earlier: No 8.0 stuff gets added to the archive now, as that is
going to be removed soon, so I refuse to add reverse dependencies on it.

I can follow the argument against 7.4 packages, based on that its only
needed for sane upgrades from sarge to etch, but I wont block a 7.4
postgis package if you insist on having one.

And I can only second what Jeroen has written:
Do not change the build result randomly on the base of the installed
package set on the builders host.

If you want to make life for 8.0 users easy you may want to provide the
ability to build the 8.0 package by a command sequence like "apt-get
source postgis && fakeroot debian/rules gis80", so users can use .debs
without much work for them, but it wont get into the archive.
(For an example look at cdrtools source and the dvd=yes option).
