D'après le man :
deb uri distribution [component1] [componenent2] [...]
The URI for the deb type must specify the base of the Debian
distribution, from which APT will find the information it needs.
distribution can specify an exact path, in which case the components
must be omitted and distribution must end with a slash (/).

Je dirais donc :
deb file:/local/dir ./
Il faut aussi avoir créé le fichier Packages.gz correspondant à tes .deb
(man dpkg-scanpackages).

Apparemment, ils n'ont pas le Packages.gz sur ce site. Utilise plutôt :
deb http://kde.tdyc.com potato kde2

Mettre un '/' à la fin de la partie 'distribution' pour indiquer qu'il
s'agit d'un chemin exact vers le répertoire qui contient les paquets.
