I've just commited this to alioth CVS.
$SHLIBSLOCALFILE, if set, is used by default instead of debian/shlibs.local
$SUBSTVARSFILE, if set, is used by default instead of debian/substvars

However, this will work only for non-native binaries. For native ones, 
dpkg-shlibdeps from dpkg-dev will be called; it does not use those 
variables.
