My personal choice would be Subversion at Alioth/deb-maint, but for another
package I am trying to adopt, I was persuaded into using Bzr at Alioth in order
to keep the maintenance history from Ubuntu. But since the previous maintainer
has not yet reacted on my package upload (already back in June), I have little
feedback as to the correctness of that import in the sense of Debian-Ubuntu
adaption.

Since Rgbpaint has a three years history in Ubuntu, such records should be valuable.
Please, do advice me in a choice between Svn/Git/Bzr. Since Debian Edu is the known,
intended target, their wish can also influence my choice.

Personally, I am also very fond of handling only the directory "debian/" in a VCS,
the using "svn-buildpackage", etcetera, but I have communicated with other Debian
developers who obviously dislike this. Again, I am receptive for influence also
regarding this decision.
