The installation of a workstation works fine IFF(*) I install from DVD 
and cut any internet connection during base install (until reboot).

(* if and only if)

Today we tested successfully a German installation. Again, we used the 
text installation (non-gui). Further information in Bug 1267.

Yes, it is, but possibly the packages on our repositories are broken - 
or not compatible to other packages on CD/DVD.
