Look at /var/cache/debconf and the files
in there, and try copying those to another machine and then reconfiguing debconf to be non-interactive.
I tested non-interactive mode for debconf without sucess (as well as
text mode)
Also please note this is off-topic for this list, since debconf is
not a part of dpkg.
I could ask the same question about using dpkg -i
