The only references I see to Emdebian being an "official Debian subproject"
are from the emdebian.org website itself - I have never seen any mention of
this from any DPL, past or present.  What makes Emdebian an "official Debian
subproject"?  AFAICS, the claims only refer to SPI holding the domain, but
that doesn't make Emdebian an official part of Debian.  Does the DPL decide
who is in charge of Emdebian on behalf of the project?  Are uploads to
Emdebian subject to the Technical Committee's oversight?

These questions are quite out of scope for this bug report, of course.  But
those working on Emdebian might want to get clarification on these points,
perhaps on debian-project (and definitely with an explicit and public
sign-off from the DPL).  It's clear to me now that those working on Emdebian
have a much different view of Emdebian's relationship than I and many other
DDs do, and I think clarifying Emdebian's status would be of benefit to you
(even if "clarifying" just means "making this status more widely known in
Debian").

(If the conclusion is that Emdebian is an official subproject, then a
reference to it in the release notes might be in order.  But I think "What's
New" would still be the wrong chapter for this.)
