That is one way and I recommend you to do this. But you can work around
using -X option. I mean you can change the locale dependent data
directory from the default /usr/share/perl5/DebianDoc_SGML/Locale/ to
custom_dir directory by setting this option for recent debiandoc-sgml as
described in man page etc. It may not be easy.
