Bug#464230: developers-reference: drop "Who can do an NMU" section

Hi,
I think that the section about "Who can do an NMU" should be removed.
There's no point in keeping it. Why wouldn't non-DD be allowed to
prepare NMU, and then find a sponsor?
The attached (trivial) patch does that.
