Because every regression that resulted from the NMU should be dealt with
as soon as possible to cause as little disturbance to the maintainer as
possible. Waiting for sponsors in this case is not acceptable IMHO.

Thats why a DD who sponsors an NMU will in most cases be treated as the
sole responsible of the upload. So instead of sponsoring the upload it
would be much clearer if the DD just mentions the work done by the
non-DD in the changelog.
