Yes, each package has its own doc-base control file. Since a doc-base-'Document' cannot span multiple control files, six translations of the same common-sense-document are six different doc-base-'Document's. Unless they can be matched somehow, this poses problems like how to provide 'This document is available in this and that language'? Hmm .. but it should be possible to use a common doc-base document-id for all thos translations. This could then be used to join the different versions into one group.
