Yes, after taking a closer look at it, it doen't even support specifying
the language of a document ...

For this, it first needs to be able to _know_ the language of a doc.

Yes, I see. But to add injury to insult, apt-howto defines a seperate
'Document' for each language, since they all are shipped in separate
packages. Thus doc-base needs to deal with non-existing files too ...
