Until we have that in place, going any further with usrmerge is not viable.

All the TC brought us so far is a wishlist, not a working implementation.
Thus, I'd say it's time to consider whether the trouble we have
(substantial, as evidenced by discussions still going and going) is worth
the gains (are there even any?).

So either you do the work to revive the horse or it stays put.
