While it may be more convenient for home users to not be bothered with questions they don't understand, I believe predictable behaviour would be preferable in a professional environment.

Right now, it is sufficient to preseed debconf to disallow the usrmerge package messing with the filesystem tree outside dpkg. Managed installations usually have a ready-made method to do so.

With that change, the only way to do so would be to blacklist usrmerge via APT preferences, and while that is certainly possible for management frameworks to handle, the resulting ripple effects from packages becoming uninstallable through this might cause additional problems.
