At least the last time I worked on them, the barrier was "write some
text and submit it in a bug report against the release-notes
pseudo-package", with the person committing the final text doing the
work of adding the markup and editing the text to fit with the rest of
the RN if required. That doesn't seem particularly onerous, imo.
