This requires a lot of work on the part of the sender.
Currently, the package is already included in X-Debbugs-PR-Package:
header, and I don't have a problem adding X-Debbugs-PR-Subject: which
recapitulates the subject if that would help, either.
I don't want to munge subjects, though. The only reason why the bug
number is currently put on the subject is because the BTS uses it to
figure out what bug you replied to if you send a mail to
submit@bugs.debian.org.
