I'd suggest to signal the situation properly to the user. This would
make the situation less hard to identify.

Ideally, the user is presented some dialog box that instructs him to
install the missing usb-modeswitch pacakge if necessary when he plugs
in his 3g dongle.

So there is absolutely no chance to distinguish such a 3g dongle from
a regular mass-storage stick  without the usb-modeswitch package?

Since this seems a somewhat recurring issue on debian-devel, +wontfix
seems more appropriate to me, but of course YMMV.
