The exception to which rule? In this part of the world, at least, people have been switching away from using their ISP's e-mail account and use webmail providers like Gmail instead.

So, if we're talking majorities here, then most desktops don't need an MTA (or an MUA talking SMTP...) in their system at all.

It's sad but (IMO) true.
