The release team has frequently temporarily removed packages from testing
to unblock transitions and allow cleaner migration of a bunch of other
packages from unstable to testing.  This remains a good idea when
necessary since it keeps the migration moving forward.  I think everyone
would agree that, when this happens, it would be preferrable for smarter
intelligence in the migration scripts to handle this a different way, but
in some cases the problems worked around via this method are very deep and
difficult to solve.

When discussing this topic in general, keep in mind that specific case,
where temporary removal from testing is useful and probably will remain
useful for the forseeable future.  Of course, if you have time and
resources to put towards improving the migration scripts so that fewer
cases require such steps, I'm sure that would be welcome.
