This should actually probably be done by the addition of an extension
to debcommit (or similar) to automatically add divergence when a
change is made which impacts a bug which involves a change not
(ultimately) inside of debian/; ideally even sending the patch to the
bts and marking it as a summary.[1]

[Or maybe some other command which does the same with a interdiff or
similar.]

Doing differently will require a manual step to actually extract the
patch which is involved in the divergence, and also requires changes
to dak et al.
