Not in the general case, where it might mean that both versions are
getting installed at the same time. Yes, if you know the internals of
the packaging this isn't possible for mysql, but in the general case
it is possible.
Or if upgrading so many packages that you don't notice.
Even if you noticed that the version number of mysql-server-4.1 was
wrong, in the general case, this might just mean a backward
compatibility layer or something was installed (again this case not
applicable for this package).
