As I understand it, the 'MIA account problem' is not about finding a
solution to the 'humans problems' which lead to being MIA but rather are
looking for a way to determine the persons state with respect to Debian
activities:
do not need account,
would like to keep account but am busy with RL for $TIME_LENGTH,
would like to keep account and am going to upload something soon,
would like to keep account and am working on $PACKAGES,
etc.

But Manoj says the 'maintainer ping' was tried and was
not liked. So I guess some other method need to be found.
