Not necessarily, many of Ubuntu patches are just enhancements that _could_ be made in Debian. See for example http://bugs.debian.org/246935, they might or might not have the corresponding 'wishlist' severity (RFE) bug filed in Debian's BTS. If you take a look at the patches yourself you would probably understand it better. Regards Javier PS: I spotted this bug in Ubuntu before Matt had time to put it in the BTS but that's just probably because they were overloaded with their release at the time.
