So your argument is that if all ISP mail servers are too poorly
configured to be useful for relaying mail, and people aren't allowed
to send mail directly, then nobody will be able to use mail and you
won't get any spam?

That's like using the baby to mop up the bathwater and then hurling it
out of the window.
