I think the RMs opionion carries some weight in this matter and he was
the first saying to stop.

But in general: Yes I would give any DD authority to stop the buildds
since it was another any DD starting them. Given two equaly strong
authorities stoping the buildds does less harm then letting them
run. It is theoption most easily reversed. After all its a matter of
minutes starting up the wanna-build again compared to auditing and
rebuilding tons of packages that are suddenly considered
untrustworthy.

Find someone with more (or equal) authority than an RM saying it is ok
to restart the buildds. Unless I am mistaken that would be an RM,
ftp-master or the Leader.
