Thanks. I don't read debian-devel so I hadn't seen it. As Ludovic noted
Alioth does sender verification, which is a pretty effective spam
filter.

exim passed it on to mailman:

but mailman does not accept it:

and this is why:

so you will either need to reconfigure the list, send using a different
address or add rousseau@debian.org as a list subscriber.

FWIW, the kernel folks are also generating some rejections by posting
overly large mails:
