I think its true that in this case my idea would not have done better;
there are different maintainers for different programs, and no
centralized list.

Not automated, simplified.  As it turn out, util-linux does not list
Andries' email in the copyright file, so I had to go download and hunt
through the source package.  If that's a bug, then I repeal my
suggestion.

I'm positive that I've looked at this bug before, and wanted to email
upstream, except I couldn't find it in 5 minutes so I gave up assuming
that someone smarter than I knew more anyways.
