Powerpc has lib64. That's where powerpc64 libraries are suposed to end
up. Same story as on most (but not all!) multiarch systems.

The difference is that powerpc can happily live without lib64 while
amd64 can happily live without lib. The LSB definition of 'native'
does not coexist with 'prefered'.
