One of the reasons why our releases are slow is that *everyone* wants to
get their pet thing into the next release.
Of course, this is circular: the fact that our releases are slow means
that everyone wants to get their pet thing into the next one because
it'll take ages otherwise. It's clear, though, that if we want to
reverse this tendency we need to start saying "no".
