That's not being "open relay", that's just not using the RBLs.

In any event, I figure the main reason is that we always wanted all the
users to be able to send mail to us to report problems. This doesn't sound
like a viable explanation in 2004, but I doubt that you'd get much
enthusiasm to change such optional things (in a manner of speaking) from
debian-admin these days. Maybe if the leader asked them to get on it
something would happen, but I wouldn't hold my breath on that either...
