I wonder why you want to use debian packages on the target system, if it is
so limited. Cant you just use a host system to build an image for the
appliance?
Well, deleting or nulling the file in /var works. It is not the cleanest
way, but it will do no big harm. There are packages which delete files like
locales in debian main.
